| Decision-makers in

amalgamation and restructuring. Municipalities are rethinking their roles
in their communities: their fundamental goals are shared but the solutions
must be unique. Some of Hemson’s recent municipal clients include:
City of Ottawa — Hemson was retained by the Ottawa Transition Board to review financing methods for the newly amalgamated City of Ottawa. City of Brantford — The City of Brantford retained Hemson to examine the implications of a restructuring proposal for Brant County that had been developed by the other municipalities in the County. Kingston Township — The restructuring of the City of Kingston and Frontenac County is one of the most significant municipal changes to have occurred in Ontario for many years. Kingston Township retained Hemson to provide analysis and strategic advice to Council during the process. City of Fredericton — The Province of New Brunswick undertook a major review of the Unconditional Grants formula. As a result Fredericton and many other municipalities will have their grants cut substantially. Hemson was retained by the City to carry out an assessment of the new formula. In addition to the assignments noted above we have also undertaken strategic level governance restructuring analysis for the District of Muskoka, City of Ottawa, City of Burlington, Towns of Flamborough, Dundas and Ancaster, Town of Orangeville, Kingston Township and the former County of Victoria.
